Islands of Noci and Noctura
Measuring only a little over 10 by 10 miles, Noci is a insignificant island, save for the fact that a large tower rises up near the southern end of the island. The tower is so high, you can see it for miles and miles around. Some say it can be seen more then a hundred miles from the island.
Next to this island, there is a much larger island, called Noctura. About this island, there seems to be no knowledge about at all. The only thing one can see is the sheer cliffs rising out of the ocean, reaching heights of over a thousand feet. We know magic does not function in waters too close to this island, so just forget about your fireball, when closer as 600 ft to this island. Not even Poseidon is able to create a small breeze in this area.
Geology of Noci
Noci is a very small islands with strong cliffs along most of its coasts. The area between these mountains seems to be grassy meadows almost everywhere.
In the countryside you will find many a home of a sorcerer.
Political situation
Noci is governed by a council of elder sorcerers. Any sorcerer living on the island for over two years and of at least sixth level is allowed to demand a place in this council.
The common farmers on the island are allowed to appoint one person in this council and for those matters that concern the common farmers, his voice is always heard.
The council resides in the huge tower on the southern end of the island.
Crime and Justice
With the number of sorcerers around on this island, crime is virtually unheard of.
Magic
Magic is common on this island, though divine magic is not welcomed very eagerly.
Main population
All the commoners on the island are of human origin.
The sorcerers are a diverse lot. Though many have human ancestors, many also are from the wilder races, with the occasional kobold, goblin, gnome, dwarf and the like living peacefully on the island.
Economy
Noci imports much, save for food. It exports just about any magical item or magical service you might expect from a community of sorcerers.
Special
Before a sorcerer is allowed to set up shop on Noci, he is forced to swear a oath on his own blood and the blood of his family that he will not harm any others on the island and will live in peace with all those that live there or have lived there.
Besides this, only sorcerers are allowed to set foot on the island, save for crews of trading ships, who will be granted very limited freedom on shore. Only in very exceptional cases will none magic users be allowed to set foot on Noci.
Noctura is a even stranger place. No maps exist of the island and there seems no way to reach the island. Still some nights you will see lights and other signs that something is happening on the island or that magic is used there. Still we could not ascertain how people would be able to set foot on the island.
